US Senate Bill to Hold Accountable Those Responsible for War Crimes


Washington, October 3, 2024 – Prominent members of the US Senate on Tuesday introduced a bill to hold accountable those responsible for war crimes in Sudan and their supporters, and to support civilians and conflict resolution mechanisms.


The bill was introduced by Senators Chris Coons and Jim Risch, with the support of Senator Jeanne Shaheen and Senator Todd Young.


The preamble to the bill, which was obtained by “Sudan Tribune”, stated that it “takes important steps to shed light on the atrocities taking place in Sudan, determine whether they constitute genocide, hold perpetrators and their supporters accountable, provide support to civilians, and support the protection of Sudanese.”


The bill stipulates the protection of human rights for all Sudanese, regardless of race, religion, gender, and geographic region, in addition to documenting war crimes, crimes against humanity, and genocide.


He spoke about enhancing the protection of civilians and assessing options to deter attacks on civilians and humanitarian workers, in addition to supporting dialogue and conflict resolution mechanisms and ensuring the participation of Sudanese women in these efforts.


The bill approved the adoption of a strategy to ensure the delivery of humanitarian aid, prevent human trafficking, sexual violence, and child recruitment, and support victims of atrocities.


The bill stressed that the fighting between the army and the Rapid Support Forces caused the worst ongoing humanitarian crisis in the world, killing 20,000 Sudanese, while forcing two million people to flee the country.


The Senate, which consists of 100 members, is the upper house of the US Congress, and has the power to create laws, among other powers.


Senator Chris Coons said that it is time for Congress to act on Sudan.


He added: “Inaction at a time when the Sudanese people are forced to flee or die in their homeland is an option we do not accept.”


He pointed out that the Sudan Accountability Act promotes and protects the rights of all Sudanese, holds perpetrators of war crimes and their supporters accountable, expands humanitarian access, and supports efforts to end this conflict.


“It is time to hold accountable the perpetrators of these atrocities,” said Senator Jim Risch. “Congress will oversee these efforts to ensure that accountability is adequate.”


US Special Envoy for Sudan Tom Perriello has been working to end the conflict in Sudan through negotiations by mobilizing diplomatic support to increase pressure on both sides of the war, but his efforts have yielded no tangible results.
